Anthropic 與 Microsoft 宣布 Claude 模型在 Microsoft Foundry 上正式推出，讓 Azure 客戶能存取 Claude Opus 4.8 與 Claude Haiku 4.5，並享有原生驗證、計費與治理功能。使用量會從現有的 Microsoft Azure Consumption Commitments 扣除。Sonnet 5 數日後也跟進推出，至 8 月 31 日前享有優惠價格，每百萬輸入／輸出 token 為 $2/$10。

公告內容強調企業就緒性：Entra ID 驗證、角色型存取控制、Azure 計費，以及在既有 Azure 環境內的治理。對於過去因採購與廠商 onboarding 而受阻的團隊而言，這確實降低了摩擦。能夠動用已承諾的 MACC 預算，而無需開立新的廠商關係，是實際上的突破。

然而，LinkedIn 與 Reddit 上的實務反應 overwhelmingly 聚焦於公告未提及的部分：資料究竟存放在哪裡。

CETIN 轉型主管 Jiri Forman 在 LinkedIn 上提出的問題獲得 49 則反應，超越該串其他任何留言：

Hosted on Azure with all data processing possible within EU?

Sobi 全球 AI 團隊主管 Murat Yasartas 回覆：

Unfortunately it's not, data zone is only US based for now.

Microsoft 官方文件證實此架構。即使選擇「Hosted on Azure」，Anthropic 仍是提示與輸出的「獨立資料處理者」。處理範圍限定於「Global」或「DataZone」部署選項，但目前 Claude 模型並無歐洲資料區域。文件亦指出，自動安全機制可能將內容標記供 Anthropic Trust and Safety 審查，這表示即使在 Azure 託管選項下，客戶資料仍可能因例外情況離開 Azure 邊界。

在 Reddit 上，一位服務荷蘭金融業的實務人士直言：

My client, a big Dutch bank, does not allow the use of Anthropic models through Foundry due to this reason.

Anthropic models 'hosted by Azure' are deployed in Foundry Sweden. Deployment type is 'Global Standard' so inference can happen anywhere.

瑞典部署提供歐洲端點位址，但「Global Standard」意味實際推論可能被路由至美國基礎設施。

與 Azure 上的 OpenAI 模型相比，這正是歐洲架構師持續遇到的摩擦點。技術人員 Gregor Beuster 在 LinkedIn 上指出：

Still a marketplace model with Anthropic being the operator, which will ruffle some feathers in German enterprise. OpenAI models being Azure native are much easier to get approved.

此區別至關重要，因為 Azure 上的 OpenAI 模型屬於第一方：Microsoft 負責運營推論，資料留在 Azure 信任邊界內，且提供 EU 資料區域部署。Foundry 上的 Claude 模型則屬於第三方市集產品：無論託管選項為何，Anthropic 皆以資料處理者身分運營推論，且美國 CLOUD Act 適用於身為美國公司的 Anthropic。

Anthropic 官方文件明確指出此差距。第三方部署文件將其資料落地與合規指引範圍限定於 Vertex AI 與 Bedrock 部署，聲明「本節適用於使用 Vertex AI 或 Bedrock 時」，並註明「推論在您的雲端租用戶中執行」。Foundry 不在此範圍內，這表示歐洲企業在使用 AWS Bedrock 或 Google Vertex AI 部署 Claude 時所依賴的資料落地保證，目前並不適用於 Foundry。Anthropic 的區域合規頁面將 Microsoft Foundry in Europe 列為「Coming 2026」，但未提供具體日期。一則自 4 月以來詢問更精確時程的 Microsoft Q&A 問題至今仍無任何回覆。

行動腫瘤科 IT 架構師 Thomas Walawgo 在 LinkedIn 上點出此差距：

Today we use Azure OpenAI because guaranteed EU-hosted inference is a key compliance requirement for us. Will Microsoft Foundry enable Claude to run with guaranteed EU-hosted inference?

目前尚未獲得任何回覆。

BDO 數位產品管理主管 Alistair Doran 更尖銳地表示：

It is very, very disappointing to see it's not available in the European or UK region. And considering what's going on between Anthropic and the US government, you would have thought they might have started prioritising Europe a little bit more.

即使撇開資料落地不談，容量仍是問題。雙料 Microsoft MVP Jannik Reinhard 指出「正式推出」與實際可部署之間的落差：

For me it is GA if there is capacity in the MS data centers. For now I always have to request this via a form and need luck to get it approved. This is for me not a professional service.

Karl Wirén 也附和：

In practice we still have to request capacity through a form and hope it gets approved, which isn't what we'd expect from a production-grade GA offering.

Foundry GA 對美國企業以及沒有嚴格資料落地要求的團隊而言，是有意義的一步。採購障礙確實存在，而移除此障礙具有實質意義。但對於受 GDPR、金融監管或醫療資料要求約束的歐洲企業而言，此公告並未帶來實質改變。他們需要的模型可在信任的平台上取得，卻由其無法完全掌控管轄權的公司運營，且無法保證推論會留在歐洲。
